The vicar general is a priest who assists the diocesan bishop in the governance of the whole diocese. The bishop can appoint more than one vicar general depending on the size of diocese, the number of inhabitants or other pastoral reasons. The priest appointed should be well versed in
either the discipline of canon law or theology and to be known for his soundness of doctrine, integrity, prudence and practical experience. As vicar general he possesses, by virtue of his office, the same executive power as diocesan bishop throughout the whole diocese as that which belongs to the diocesan bishop. This means that the vicar general can perform all administrative acts as the bishop, with the exception of those administrative acts which the diocesan bishop has reserved to himself or those acts for which the law itself requires a specific mandate of the bishop.
The office of Vicar General in the Archdiocese of Gulu carries with the title of Monsignor: Vicar General, Monsignor Martin Agwee.
Monsignor Martin Agwee takes the mantle from Msgr. Matthew Odong who served as the Vicar General of the Archdiocese of Gulu for 30 years; and more than 20 years of those were during the time of war that affected the Archdiocese of Gulu. We thank Monsignor Matthew Odong for the dedicated and selfless service to the Catholic Church and the Archdiocese of Gulu in particular.
We congratulate Monsignor Martin Agwee and wish him God’s blessings in this new responsibility and apostolate.
